To me, inquiry learning is not only gathering information about a specific subject as one goes along, but also using tools in a way that the learner had not used before. Or maybe the tools have been used by the learner, but the information is being gathered in a way that makes the presentation a new experience for the learner.
I can incorporate inquiry in my own Webquest lesson by asking students to approach information about a particular country with a fresh perspective. For example, if their task is to entice visitors to the Roman Empire, the student should play up all the positive aspects of the Empire, and leave out the negatives. I can also incorporate inquiry by including worksheets and templates for the project that require the student to manipulate the data he has gathered.
